The story insists that there have been no murders for so long and it would almost be impossible but Quizzards's henchmen kill a peeper without that much trouble and Powell says that they've made several previous attempts. And if it's so difficult to kill someone in that society, why is it so easy for Reich to make so many other nearly successful attempts later including the nearly successful murders of Barbara and Mary Noyes without any preparation or planning at all?
